ACAMS Northern California Chapter April 2026 Virtual Event: Financial Crime Risk Governance and Program Effectiveness

Tim currently evaluates country ML/TF risks for Wells Fargo’s Corporate and Investment Banking group. Tim develops qualitative geographic risk reports used by relationship managers, risk managers and other bank officers as part of Wells Fargo’s BSA/AML compliance risk program for the bank’s foreign correspondent bank portfolio.

Tim has more than 20 years of experience analyzing risk and compliance for financial institutions in emerging and developed markets with onsite experience in Central and Eastern Europe. Prior to joining Wells Fargo, Tim served as the Regional Director for Russia and Eastern Europe for the Financial Services Volunteer Corps, a non-governmental organization that works to strengthen financial sectors in emerging economies.

Prior to this, Tim worked for an international development consultancy, providing technical assistance in capital markets development alongside micro, small and medium sized enterprises and their access to finance. This followed other work in emerging markets in Central Asia and also in Eastern Europe, including the management of a logistics office under a US-Russia bi-lateral nuclear non-proliferation program.

Tim holds an MBA from Kenan-Flagler Business School at the University of North Carolina (UNC) Chapel Hill and a BA in Economics, also from UNC. Tim is a Certified Anti-Money Laundering Specialist (CAMS).

Tom is the founder of Purpose, not Pageantry, a not-for-profit organization focused on delivering AFC training and advisory assistance to financial professionals in developing countries. Tom has over 40 years’ experience with complex banking crimes, including global face-to-face meetings with 400 peer banks in their own countries at Wells Fargo and JP Morgan Chase.

Pascal is an MD within Goldman Sachs’s TxB practice focusing on its first line of defence AFC program. He is SME in international compliance, legal and regulatory matters, including 15 years specializing in financial crimes risk and compliance management and governance with roles in the U.S. and in Europe. He has robust knowledge of global, U.S. and European AML laws and regulations, OFAC/global sanctions and export control regulations. He is passionate about the future of payments, digital assets, new technologies and innovative approaches to compliance.

Christina is the founder of RayCor Consulting, which focuses on assisting fintechs, crypto companies, and regtech startups build smarter, stronger, and more human compliance programs. She has over 15 years in legal and financial crime compliance and has served as Chief Compliance Officer for major exchanges, overseen global AML programs, and helped early-stage companies grow with confidence. Christine works with both regulators, founders, and growth-stage companies to navigate high-stakes situations, often before headlines hit. Her work focuses on:
